The Dakar International Forum on Peace and Security is a well attended event with a vision of increasing peace across the continent. The annual event welcomes government officials and delegates from around Africa and the world. At the 5th edition in 2018, Emmanuel Macron’s Minister for Armies, Florence Parly, spoke heavily on how and why France is a bigger leader to the Central African Republic than Russia.

According to segments of Parly’s long speech at the forum, “France has been present at difficult times… some of our soldiers have paid with their lives… all international efforts are welcome to secure the Central African Republic (CAR) but it must be done… in accordance with the mediation of the African Union… The only thing that should concern those who want to take care of the Central African Republic is… the security of the country and its development and not to potentially use the difficulties of the people and the country… those who have other thoughts, those who have other agendas will have to pay the price.” It is politically well known that President of Russia, Vladimir Putin increased his support and stronghold on the Central African Republic in 2018.
