Mohammed Buba Marwa is a retired army general and former governor of Borno State in 1990 and Lagos State Military Governor from 1996 to 1999 under the military administrations of General Ibrahim Babangida and General Sani Abacha. He was celebrated for the developmental projects he implemented around Lagos state during his tenure as governor such as; the implementation of “Operation 250 Roads” which greatly improved motoring conditions, the revamping of public health institutions, and ensuring free malaria treatment was made available to all. He also upgraded infrastructure in poor neighborhoods and proclaimed an edict to regulate rents, stopping the “Jankara” method of eviction of tenants ensuring that due process was followed. Marwa was highly recognized for enforcing the joint police and military venture known as  “Operation Sweep” which helped reduce the notorious crime rate in Lagos. He also established the largest Asphalt plant in Nigeria.

The respected former Governor established Albarka Airlines after his retirement as governor of Lagos, but the airline became defunct in 2003 after the Nigerian government revoked its license to operate for being involved in some political controversies, later revealed to be his involvement in aiding Late General Sani Abacha in acquiring millions of dollars in looted funds during his administration which was said to have also funded Marwa’s Albarka airline. Marwa made an unsuccessful bid in the PDP primaries to run for president in 2007 but later gave his support to Late Umaru Yar’adua who eventually became president. However, despite the allegations of his involvement in the money laundering and the reported letter of admission and apology he sent to former president Olusegun Obasanjo claiming that he was acting under the command of Late General Abacha, he still progressed to become Nigeria’s High Commissioner to the Republic of South Africa in 2007 which was confirmed by the Nigerian Senate.
